Counter proposal to [WFC#535][1]. This proposal focuses only on the technical parts of the previous WFC without dictating anything about how W3F or DVs should operate. I'm grateful with Rich's enthusiasm bringing up my comment in the forum to governance but I think the enforcement of a particular technology on the program is a longer discussion with the foundation and future DVs, not something that can be enforced via WFC.

To give ecosystem DAOs more on-chain tools, i.e. DAOs can register permissionlessly and have their own OpenGov, I propose to add the following pallets to AH:
- Dedicated instance of PolkadotSDK/referenda for DAO governance
- Dedicated instance of PolkadotSDK/nfts for DAO memberships
- frame-contrib/communities for DAO management
- frame-contrib/referenda-tracks for governance track configuration
